Project Development Process

The Transportation Project Development Process is PennDOT’s procedure for advancing a transportation improvement project from concept to design that will be the most reasonable, practical, cost effective, technically sound and environmentally sensitive transportation improvement option.
The Route 228 Improvement Project began using PennDOT's 10 Step Process. During the detailed studies phase (Step 5) of the project engineers and environmental scientists conduct a detailed evaluation of each alternative based on field studies and engineering analysis. Studies are performed on natural resources, cultural resources, socioeconomics, as well as other environmental studies. Upon the completion of detailed studies, a review of the documentation level occurred. FHWA decided that the environmental report could be submitted as an Environmental Assessment (EA).
